Poucas relações bilaterais remodelaram a ordem global de forma tão silenciosa, e ao mesmo tempo tão substancial, quanto o engajamento da China com a América Latina e o Caribe. O que começou como um intercâmbio comercial modesto na virada do milênio, quando a China respondia por menos de 2% das exportações da América Latina e do Caribe em 2000, desenvolveu-se em um eixo central e definidor da geopolítica do século XXI. Pequim já estabeleceu uma ampla presença em infraestrutura energética, minerais críticos, telecomunicações, portos e tecnologia limpa em praticamente todos os países da região, e a crise do petróleo no Oriente Médio em 2026, desencadeada por ataques dos Estados Unidos e de Israel ao Irã e pelo quase fechamento do Estreito de Ormuz, acelerou enormemente essa trajetória, transformando o engajamento da China com a América Latina e Caribe de uma preferência estratégica em uma necessidade urgente.

O engajamento da China com a América Latina baseia-se em uma complementaridade estrutural notavelmente durável: a região dispõe dos recursos de que a China mais necessita, hidrocarbonetos, minerais críticos e commodities agrícolas, ao mesmo tempo em que se encontra geograficamente distante da volatilidade do Oriente Médio, que frequentemente ameaça a segurança energética de Pequim. Em contrapartida, a China oferece aquilo que grande parte da América Latina tem dificuldade em obter, financiamento em larga escala sem condicionalidades políticas, acesso a um mercado de enorme dimensão e demanda consistente, além de investimentos em infraestrutura executados em velocidade e escala raramente igualadas por instituições ocidentais.

A crise do petróleo no Oriente Médio elevou essa complementaridade a uma questão de urgência estratégica como 55% das importações de petróleo bruto da China provêm do Oriente Médio e o Estreito de Ormuz se encontra, na prática, fechado à expansão da produção offshore na América Latina, combinada com seu ambiente politicamente mais estável, elevou a região a um novo patamar de importância na arquitetura de abastecimento de Pequim. A guerra no Irã ampliou ainda mais a relevância geopolítica da América Latina.

Os Estados Unidos vêm observando a crescente presença chinesa na América Latina e na região caribenha com preocupação crescente e, por isso, a resposta da atual administração deslocou-se de forma clara e deliberada do engajamento competitivo para uma contenção estratégica ativa. A Estratégia de Segurança Nacional do governo Trump torna isso inequívoco, como uma prioridade central, negando aos competidores extra-hemisféricos o acesso a ativos estrategicamente vitais no Hemisfério Ocidental.

A estratégia de contenção de Washington opera em frentes sobrepostas e bem definidas, no plano econômico, tem endurecido regimes de sanções e intervindo diretamente na governança de parceiros regionais relevantes para restringir o acesso chinês aos fluxos de hidrocarbonetos; no plano diplomático, tem instado governos da América Latina e do Caribe a excluírem empresas chinesas de grandes projetos de infraestrutura, frequentemente invocando preocupações de segurança nacional, especialmente no campo das telecomunicações.

Além disso, ao assegurar estações terrestres de satélite e contratos de gestão portuária e ao demonstrar disposição, no plano militar, para mobilizar ativos navais próximos a regiões energéticas-chave da América, elevou o custo de risco percebido dos investimentos chineses em áreas politicamente sensíveis. Como resultado, a América Latina encontra-se hoje entre duas visões concorrentes de seu futuro econômico e estratégico, pressionada a escolher, ainda que cada escolha implique custos elevados.

Ainda assim, os benefícios do engajamento chinês para os países latino-americanos são reais, concretos e, em muitos aspectos, difíceis de substituir. O financiamento chinês viabilizou a construção de estradas, ferrovias, usinas hidrelétricas e instalações portuárias que, de outra forma, poderiam ter aguardado décadas por capital. Ao mesmo tempo, a demanda chinesa por commodities impulsionou diretamente receitas fiscais e o crescimento econômico em toda a região, atuando como força de estabilização em momentos de fragilidade da demanda ocidental. Mais importante, no contexto da crise atual, a urgência chinesa conferiu aos governos da América Latina e do Caribe um artíficio raro e poderoso, a capacidade de definir termos, em vez de apenas aceitá-los.

A relação da China com a América Latina não é apenas uma história de benefício mútuo, tampouco se resume à exploração. Trata-se, antes, de uma dinâmica de complementaridade estrutural, inserida em um contexto de crescente assimetria, intensificação da rivalidade entre grandes potências e rápida transformação da geopolítica energética. À medida que a necessidade chinesa pela região se aprofunda, a capacidade de barganha da América Latina e do Caribe se fortalece e a determinação de Washington em contestar cada dimensão da presença chinesa no hemisfério se intensifica. A questão central e mais difícil para o futuro político da região é se os países da América Latina e do Caribe serão capazes de extrair o máximo benefício dessa urgência chinesa sem sacrificar sua autonomia estratégica diante de qualquer uma das duas grandes potências. Não há resposta simples para isso.

Few bilateral relationships have reshaped the global order as silently yet substantially as China’s engagement with Latin America and the Caribbean. What started as a modest commercial exchange at the turn of the millennium, when China accounted for less than 2 percent of LAC exports in 2000, has now developed into a major, defining axis of twenty-first century geopolitics. Beijing has already established a broad footprint in energy infrastructure, critical minerals, telecommunications, ports, and clean technology in practically every country of the region, and the 2026 Middle East oil crisis, which was set off by U.S.-Israeli strikes on Iran and the near-closure of the Strait of Hormuz, has accelerated this trajectory enormously, thereby turning China’s LAC engagement from a strategic preference into an urgent necessity.

China’s engagement with Latin America is built on a structural complementarity that has been remarkably durable: Latin America has what China needs most, namely hydrocarbons, critical minerals, agricultural commodities, and geographic distance from Middle Eastern volatility that has so often threatened Beijing’s energy security. In turn, China offers what much of Latin America has found difficult to obtain: large-scale financing without political conditionality, a market of immense size with consistent demand, and infrastructure investment executed at a speed and scale that Western institutions rarely match.

The Middle East oil crisis has turned the existing complementarity into a matter of strategic urgency: since 55 per cent of China’s crude imports come from the Middle East and the Strait of Hormuz is effectively closed, Latin America’s expanding offshore oil production, combined with its politically stable environment, has raised the region to a new tier of importance in Beijing’s supply architecture. The war in Iran has further amplified Latin America’s geopolitical significance.

The United States has been watching China’s increasing LAC presence with growing alarm, and hence the current administration’s response has moved clearly and deliberately from competitive engagement to active strategic containment. The Trump administration’s National Security Strategy makes it unequivocally explicit: denying non-hemispheric competitors access to strategically vital assets in the Western Hemisphere is a top priority. Washington’s containment strategy has clearly defined, overlapping tracks: economically, it has tightened sanctions regimes and intervened directly in the governance of major regional partners to restrict Chinese access to hydrocarbon flows, while diplomatically, it has urged LAC governments to exclude Chinese companies from major infrastructure projects, again using national security concerns over telecommunications networks as the rationale. Because it has been active in securing satellite ground stations and port management contracts and has shown, militarily, a clear willingness to deploy naval assets near key LAC energy regions, it has effectively raised the perceived risk cost of Chinese investment in politically sensitive areas. Therefore, Latin America is now caught between two competing visions of its economic and strategic future, forced to choose even though each choice carries high costs.

However, the benefits of Chinese engagement for Latin American nations are real, concrete, and in many respects irreplaceable: Chinese financing has built roads, railways, hydroelectric dams, and port facilities that otherwise would have waited decades for capital, while Chinese demand for commodities has directly boosted fiscal revenues and economic growth across the region, thus serving as a stabilizing force when Western appetite was fragile. Most importantly, in the present crisis, China’s urgency has given LAC governments a rare and powerful lever, the ability to set terms rather than merely accept them.

China’s relationship with Latin America is certainly not just a tale of mutual benefit, nor merely one of exploitation, but rather a relation of real structural complementarity taking place in a context of growing asymmetry, intensifying great-power rivalry, and rapidly shifting energy geopolitics. Since the matter in question deepens China’s need for the region, strengthens LAC’s negotiating leverage, and hardens Washington’s determination to contest every dimension of Beijing’s hemispheric presence, the central and most difficult question for the hemisphere’s political future is whether LAC can extract maximum benefit from China’s urgency without sacrificing strategic autonomy to either great power. There is no simple or obvious answer to this.
